The PlayStation Event live on February 20th were well aware of the absence of the actual PlayStation 4 console; this is apparently because the design hasn't yet been finalized.
PS4 May Block Used Games After All - February 21st, 2013
Shuhei Yoshida, president of Sony Worldwide, stated earlier this month that the PlayStation 4 will not block used games outright. However, in a follow-up press conference, he has now stated that the company will give outside publishers the opportunity to apply restrictions on used content, such as not allowing used copies of their games to play on the PS4 at all.

Currently, three games are slated for the PS4 launch: 1. Killzone: Shadow Fall, 2. Driveclub, 3. Watch Dogs. Witcher 4 has now been confirmed as a PlayStation 4 game though it will not appear at the launch of the PS4.
